Shelby County – A Billingsley man – 60-year-old Earnest Brown Jr – was arrested on Thursday, May 7 in connection to a home repair fraud charge stemming from a 2023 foundation construction contract.
Brown faces one count of home repair fraud. According to Shelby County District Court documents, Brown entered into a contract between September 18th and October 4th in 2023, to construct a foundation for a home.
The complaint alleges Brown did not have a contractor’s license or a business license when he entered into the agreement, in spite of idetifying himself as both.
